Penny is the Executive Director for the Highland Senior Center

Penny Lilburn - Mayor Pro Tem, District 3

 Penny was first elected to the Highland City Council in January 2004 and re-elected in November 2008, 2012, 2016 and 2020. She served as Mayor from December 2007 to 2010, 2017, 2019 and 2021, and Mayor Pro-tem from 2011 to 2013, 2015 to 2016, 2019 to 2020. Mayor Lilburn currently serves on the Board of Directors for Omnitrans and is the current Chair for the Plans and Programs Committee as well as past Chairman of the Board. Additionally, she serves as an Alternate Board Member for SANBAG. Mayor Lilburn also serves on the City of Highland’s Public Safety Subcommittee, the Orange County Property Task Force, and the Board of Directors for Valley Transportation Agency (VTRANS)

Prior to City Council

Prior to her position on the City Council, Penny served as President of the Highland Area Chamber of Commerce, served a two-year term as President of the Highland Woman’s Club, was honored as Citizen of the year for the Highland Area Chamber of Commerce, won the League of Woman Voters Citizen of Achievement award, and was Assemblyman Emmerson’s Woman of Distinction and was named California’s Woman of the Year in 2000.

Personal Life

In addition to her civic duties, Penny is a single mother of one daughter, Courtney, serves as a Board Member for St. Bernardines Medical Center Foundation is Past President and a founding member of the Highland Kiwanis Club, is a member of the VNA Hospice and Palliative Care of Southern California and continues to serve on boards for other local agencies.
